Prospects for domestic and feral cat management on an inhabited tropical island

Cat management campaigns have been implemented on several islands worldwide. However, few successful campaigns have occurred on permanently inhabited islands. Cats are known for causing severe impacts on the native insular fauna, posing an important threat to biodiversity. Moreover, this species is also responsible for zoonosis maintenance and transmission. A thorough understanding of cat population structure (e.g., supervised vs. unsupervised) is strongly suggested as a management action on inhabited islands, as it might promote more efficient and effective management of this species. Fernando de Noronha is an archipelago in the tropical Atlantic Ocean. The total cat population on the main island was estimated at 1287 animals, most of them supervised and subsidized around inhabited areas. Free-roaming cats currently threaten the endemic terrestrial fauna of Fernando de Noronha, and the cat density found by the present work is among the highest ever recorded on an island. Using population dynamic simulations, the long-term effects of reproduction control and removal of cats from the archipelago were assessed. Removal of cats was also suggested as a necessary management strategy to achieve negative population growth. In addition, it was more cost-effective than reproduction control. However, applying both removal and sterilization strategies to this population resulted in a higher population decrease than removal alone. For these reasons, a combination of reproductive control and cat eradication should be implemented in Fernando de Noronha.

Impact of a 3-year pet management program on pet population and owner’s perception

Although pet population management programs have been established worldwide, few reports on program evaluation have been carried out to date. Accordingly, a 3-year longitudinal study has been carried out in a 4,000 household neighborhood located within the metropolitan area of Curitiba, the eighth most populated city of Brazil. Visits were conducted and questionnaires completed to estimate and characterize the local pet population (animal sex, reproductive and vaccination status, street access). Care provided by owners, community perception on stray dog management and the possible changes were compared in these variables over time (2010 and 2013) were evaluated, after the establishment of a city pet population management program. In addition, associations between having children, owning dogs and cats, responsible pet ownership education and owner’s perception on stray dogs were statistically tested. A total of 354/4,000 (8.9%) household families were interviewed in 2010 and 70/354 (19.8%) of the same families again in 2013. No significant changes were found in overall number of dogs and cats and average pet age, animal care and owner’s perception on stray dogs following the 3-year population management program. In 2010, an average of 1.6 dogs and 0.3 cats were found per family, with slightly more females (51.3% dogs and 51.1% cats), adults (4.0 ± 3.5 years for dogs and 2.1 ± 2.4 for cats), intact (not neutered; 94.2% dogs and 84.0% cats) and lacking regular visit to veterinarian (71.6%). Although more families (53.1%) had children under 12 years old, no association was found between having children and having dogs and cats. Questionnaires revealed that owners perceived neutering/spaying to be the best pet population control method (42.4%), with “society” (50%) and “government” (49.4%) as responsible for pet population management. A significant positive association has been found between education level and the best way to control stray dogs (p = 0.03), between having dogs and in favor of neutering/spaying (p = 0.04) and considering neutering/spaying as the best control method (p = 0.02). The chances of thinking the best way to control stray dogs by neutering/spaying and adoption were almost 2.0 fold higher than other methods. In conclusion, the present study has provided indicators (education level, having dogs) for pet population control program assessment and effectiveness evaluation. Moreover, this study may serve as a warning on the real long-term effect of such programs, which should be periodically evaluated to identify necessary adjustments and/or improvements.

Lethal control of stray dogs could increase frequency of conflicts in India

Urban free-roaming dog populations in the developing world are managed by a patchwork of local veterinary practitioners, government programs, and non-governmental organizations with varied effectiveness. While lethal removal is still commonly practiced, vaccination and fertility control methods are increasingly being adopted. Identifying which method(s) provides the most cost effective management is needed to inform dog population managers who seek to limit conflicts like dog bites, the spread of disease, and predation on wildlife. Here we describe an agent-based model that simulates the population of free-roaming dogs in Jaipur, a northwestern Indian city. We then apply various lethal and fertility control methodologies to identify which most effectively lowered the dog population size. This spatially explicit model includes temporal and demographic details of street dog populations modeled after data from the study city. We tested each pairing of control type (lethal or fertility) with search method (how to target efforts) to see their efficacy at altering the city’s dog population size, age structure, sterilization coverage, as well as the number of dogs handled. Models were run for 15 years to assess the long term effects of intervention. We found that the fertility control method that targets areas of the city with the highest percentage of intact bitches outperforms all other fertility control and lethal removal programs at reducing the population size while sterilizing a significantly higher proportion of the population. All lethal program methods skewed population demographics towards significantly younger dogs, thus likely increasing the frequency of conflict with humans. This work demonstrates the benefits of modeling differing management policies in free-roaming dogs.

The influence of socio-demographic factors on free-roaming cat populations in an urban ecosystem in Israel

Context: Free-roaming cat populations are abundant in many urban ecosystems worldwide. Their management is necessary for reasons of public health, risk of wildlife predation and cat welfare related to their high densities. Trap–neuter–return (TNR) programs are now the main cat population control strategy in urban areas. However, the efficacy of such strategies is difficult to evaluate without more precise estimates of cat numbers and a better knowledge of anthropogenic influences on cat densities.

Aims: We aimed to estimate free-roaming cat population numbers and density in residential neighbourhoods in Tel Aviv, and to investigate population densities in relation to several socio-demographic factors.

Methods: We compared free-roaming cat population densities in terms of neighbourhood socio-economic status (SES), housing type, human density and percentage of residential and commercial areas. Five consecutive cat density surveys were carried out in eight residential neighbourhoods in Israel – four in northern Tel Aviv, characterised by high SES, and four in southern Tel Aviv, characterised by low SES. The photographic capture–recapture technique was used and abundance estimates were evaluated using the MARK program. Regression analyses examined the effect of socio-demographic factors on cat densities.

Key results: Neighbourhood socio-economic status significantly influenced kitten density and proportion of neutered cats in the total population: southern neighbourhoods had higher kitten densities and lower neutered cat proportions compared with northern neighbourhoods. Higher adult cat densities featured in mixed profile neighbourhoods of residential and commercial areas compared with solely residential neighbourhoods. Using the linear equation from the regression analysis the entire free-roaming cat population in Tel Aviv was extrapolated to 39 000 cats.

Conclusions: The results suggest that adult cat and kitten densities depend in part on socio-demographic factors, specifically on neighbourhood socio-economic status and the proportion of residential area.

Implications: Our findings in Tel Aviv may be used to improve cat management efforts, by focusing on neighbourhoods hosting higher cat densities; as well as to improve cat welfare by focusing on neighbourhoods with lower neutering rates and higher kitten densities. Finally, the current study may serve as a basis for studies in other cities with similar cat overpopulation problems.

Tourists’ perceptions of the stray dog population of Bhutan

This study investigates the international tourists’ perception of the stray dog population of Bhutan as little or no mention of the increasing stray dog population and their impact on tourism has been documented. After personally visiting the Kingdom on many occasions, it is evident that the stray dog population is increasing in dog numbers in major cities. The problems arising are negative comments by tourists relating to the stray dog population that are starting to appear in social media that may impact the visitor experience and the perception of Bhutan’s tourism industry. Veterinary science is aware of both increasing dog populations and the control of diseases such as Rabies however the author can find no evidence regarding challenges for the tourism industry. The problem is aided by no local veterinary clinics, no laws regarding dog governance, little funding for sterilization programs and being predominately a Buddhist country that cannot ‘cull’ animals. Using qualitative analysis from international tourist focus groups who were visiting Bhutan, this study highlights the perceptions of tourists regarding the stray dog population and how it may impact on visitor expectations. The paper suggests options that local government, Bhutanese nationals and visitors can do to assist the issue based on visitor feedback. Future research may include comparisons with other cities or countries to examine if it is a global issue or unique to Bhutan.

Dog spay/neuter project in Turkey

The aim of this report is to show that problems with a surplus of street dogs in European countries can be solved humanely, cost-effectively and permanently using the appropriate methods and set of measures. Some authorities facing a surplus of free roaming dogs still turn to indiscriminate catch, kennel and kill policies expecting the number of free roaming dogs to decrease. Some authorities imprison free roaming dogs for life by implementing new animal welfare laws with no kill strategies. Both policies however, will not have any effect on the root cause of the problem and have no long-term effect on the reduction of the street dog population. In Europe the source of the street dog problem is not feral dogs foraging for food.
The most reproductively successful dogs are those with owners, feeders or protectors. Therefore the problem is not the dogs themselves. We need to enlist the help of the politicians funding animal birth
control projects and implementing animal welfare laws as well as the citizens feeding and protecting dogs to have all fertile dogs sterilized.
The seaside town Ayvalik in the North West of Turkey is no exception. Animal welfare organizations in Ayvalik reported a substantial population of free roaming dogs. Since 2004 the Turkish Animal Protection Law 5199 was designed to ensure that animals are afforded a comfortable life and receive good and proper treatment, to protect them in the best manner possible from the infliction of pain, suffering and torture, and to prevent all types of cruel treatment. Article 6 describes the collection and management of stray animals.
This report also describes the unexpected events that might occur during a spay/neuter project.

Effects of castration on social and reproductive behaviors of stray dogs in flocks

The study is focused on the possible changes observed in the reproductive behavioral patterns of stray dogs following the castration procedure and to see if this changes effect social behavioral patterns of dogs towards people in intercommunal places adoptively. Three separate dog packs in three separate zones were included in the study. The study consisted a total of 23 dogs of which 12 were female and 11 were male. The sniffing, approaching, licking, barking, courting, mounting, biting, aggression, sign marking behaviors of dogs, their interest towards people and other animals are observed for 12 weeks pre-castration and 16 weeks post-castration. The observation reports were evaluated weekly and frequency of specific behaviors were noted. During the 16 weeks following the castration, a decrease in frequency of sniffing, approaching, licking, barking, courting, leaping and marking behaviors was observed in most of the dogs. Biting and aggressive behavior of dogs did not present significant changes. However the dogs showed an increased "positive interest" towards environmental factors and people, a decrease was not observed in aggressive behavior in dogs which were aggressive before castration. As a result, a decrease in reproductive behaviors and an increase interest towards people and other environmental factors were observed in castrated stray dogs in packs during the 16 weeks following the operation.

Street dog population survey in a valley in Nepal

A survey was carried out to determine the population of street dogs and people’s opinion about their persistence in Pokhara Valley, Nepal. Information of street dog population was necessary to construct a future animal birth control (ABC) plans. For this, mark-resight survey method was used. Further, local residents were interviewed to know their opinion about the persistence of street dog population in that area. Among total 1767 dogs, 1072 (60.66%) were male, 641 (36.28%) were female and 54 (3.06%) were puppies. About 367 (57.25%) of the female street dogs were already spayed. A total of 371 local residents were interviewed to know their opinion about the causes of persistent street dogs in Pokhara Valley. Numerous reasons were put forward including unmanaged slaughter house (24.5%), abandoned due to disease (15.4%) and abandoned due to unmanageable estrus behavior (10.2%). Future ABC programs may need to consider these factors responsible for maintaining persistent street dog population, to enable control over street dog population in an efficient and sustainable manner.

Changes of dominance on neuter and intact cats

Individual animals show differences in temperament, often correlated with ecologically important behavioural patterns such as dominance, and with physiological responses to environmental perturbations, such as cortisol levels. Identifying these temperaments in animals may reveal adaptive patterns of behaviour and physiology that could be used to improve their fitness and welfare in human-controlled environments. We examined the possible relationship between individual temperaments, social dominance levels and cortisol levels in regularly fed urban groups of free-roaming domestic cats (Felis catus L.) that are routinely subjected to the Trap-Neuter-Release procedure (TNR). We designed three behavioural tests that aimed at assessing the cats’ boldness levels and determining the individual temperaments using a principle component analysis. Individual social dominance rank was determined from observations of social encounters before and during feeding. Cortisol levels were measured from hair samples collected from the cats. Significant differences were exclusive to females, with the intact females scoring higher on the boldness factor compared to the neutered females (median of 0.47 ± 0.981 and -0.168 ± 1.015, respectively, Post-hoc Chi square, P < 0.05). A positive correlation was found between cortisol levels and dominance scores in the intact females: the more dominant an individual intact female was the higher her cortisol level was (n = 14, Pearson correlation, R2= 0.592, P < 0.05). No correlation was found between dominance rank and boldness or between boldness and food dominance. In summary, our results suggest that in urban cat feeding groups, where cats are dependent on a regular food source and where their individual survival does not absolutely depend on their dominance rank, their social status was independent from their individual boldness. The differences found in the behavioural tests, between the neutered and the intact females are probably rooted in different motivation levels rather than different temperaments.

A survey of feline leukaemia virus infection of domestic cats from selected areas in Harare

A cross-sectional study was conducted to detect the feline leukaemia virus (FeLV) p27 antigen and to determine risk factors and the haematological changes associated with infection in domestic cats in Zimbabwe. Sera were collected for detection of the p27 antigen, urea, creatinine, alanine aminotransferase and gamma-glutamyl transferase levels, whilst whole blood was collected for haematology. FeLV p27 antigen was detected using a rapid enzyme-linked immunosorbent assay (ELISA) test kit. Data on risk factors were analysed using a logistic regression model. Of the 100 cats tested, 41% (95% CI: 31.19% - 50.81%) (41/100) were positive for the FeLV p27 antigen. Sex and health status of cats were not significantly (p > 0.05) associated with infection. Intact cats (OR = 9.73), those living in multicat housing (OR = 5.23) and cats that had access to outdoor life (OR = 35.5) were found to have higher odds of infection compared with neutered cats, those living in single-cat housing, and without access to outdoor life, respectively. Biochemistry and haematology revealed no specific changes. The results showed that FeLV infection was high in sampled cats, providing evidence of active infection. Thus, it would be prudent to introduce specific control measures for FeLV infection in Zimbabwe.

Participatory approach to control free roaming dogs

Free-roaming dog populations are a global concern for animal and human health including transmission of infectious disease (e.g. rabies, distemper and parasites), dog bite injuries/mortalities, animal welfare and adverse effects on wildlife. In Saskatchewan (SK), Canada, veterinary care is difficult to access in the remote and sparsely inhabited northern half of the province, where the population is predominately Indigenous. Even where veterinary clinics are readily available, there are important barriers such as cost, lack of transportation, unique cultural perspectives on dog husbandry and perceived need for veterinary care. We report the effects of introducing a community action plan designed to improve animal and human health, increase animal health literacy and benefit community well-being in two Indigenous communities where a dog-related child fatality recently occurred. Initial door-to-door dog demographic surveys indicated that most dogs were sexually intact (92% of 382 dogs), and few had ever been vaccinated (6%) or dewormed (6%). Approximately three animal-related injuries requiring medical care were reported in the communities per 1000 persons per year (95% CL: 1.6–6.6), and approximately 83% of 101 environmentally collected dog faecal samples contained parasites, far above levels reported in other urban or rural settings in SK. Following two subsidized spay/neuter clinics and active rehoming of dogs, parasite levels in dog faeces decreased significantly (P < 0.001), and important changes were observed in the dog demographic profile. This project demonstrates the importance of engaging people using familiar, local resources and taking a community specific approach. As well, it highlights the value of integrated, cross-jurisdictional cooperation, utilizing the resources of university researchers, veterinary personnel, public health, environmental health and community-based advocates to work together to solve complex issues in One Health. On-going surveillance on dog bites, parasite levels and dog demographics are needed to measure the long-term sustainability of benefits to dog, human and wildlife health.

Sponsored neutering programs reduces shelter intake and euthanasia

This study found that government-funded surgical sterilization of companion animals has been widely promoted as a means of decreasing shelter intake and euthanasia. However, little information is available about the true impact of these programs on community and shelter nonhuman animal population dynamics. This study estimated the impact of the Animal Population Control Program in New Hampshire by comparing shelter intake and euthanasia data before and after the onset of the neutering initiative. Regression analysis demonstrated a significant decrease in cat intake and euthanasia during the years after program onset, a trend that appears to begin prior to the program's initiation; however, there was no decrease in dog intake or euthanasia. This study also estimated the impact of the Austin-based EmanciPET Free Spay/Neuter Program by comparing shelter intake and euthanasia data from the targeted program areas versus nonprogram areas within the city. Regression analysis demonstrated a significantly lower rate of increase for dog and cat intake and euthanasia in the program areas. Prospective studies should determine the effectiveness and affordability of different models for funding and delivering neutering services.

Effect on shelter cat intakes and euthanasia from a shelter neuter return project

Cat impoundments were increasing at the municipal San Jose animal shelter in 2009, despite long-term successful low cost sterilization programs and attempts to lower the euthanasia rate of treatable-rehabilitatable impounds beginning in 2008. San Jose Animal Care and Services implemented a new strategy designed to control overall feral cat reproduction by altering and returning feral cats entering the shelter system, rather than euthanizing the cats. The purpose of this case study was to determine how the program affected the shelter cat intakes over time. In just over four years, 10,080 individual healthy adult feral cats, out of 11,423 impounded at the shelter during this time frame, were altered and returned to their site of capture. Included in the 11,423 cats were 862 cats impounded from one to four additional times for a total of 958 (9.5%) recaptures of the previously altered 10,080 cats. The remaining 385 healthy feral cats were euthanized at the shelter from March 2010 to June 2014. Four years into the program, researchers observed cat and kitten impounds decreased 29.1%; euthanasia decreased from over 70% of intakes in 2009, to 23% in 2014. Euthanasia in the shelter for Upper Respiratory Disease decreased 99%; dead cat pick up off the streets declined 20%. Dog impounds did not similarly decline over the four years. No other laws or program changes were implemented since the beginning of the program.

Age of neutering domestic cats in W Australia

Background
Desexing percentages for pet cats in Australia are nearly 95%, but the high numbers of unwanted kittens surrendered to animal shelters suggest that many pet cats breed before the owners consider desexing, or that the mothers of many of these kittens are stray or feral.

Methods and Results
A convenience sample of Western Australian pet cats of known age presented for microchipping (584 in 2012 and 316 in 2013) found that younger cats were less likely to be desexed. In 2012, 93.2% of cats aged ≥2 years were desexed compared with 49.4% of cats <2 years old, with the data for 2013 being 97.4% and 28%, respectively.

Conclusion
If these results are reflected nationally, desexing of prepubescent cats up to 4 months old could significantly reduce the numbers of unwanted kittens born to pet cats.

Modeling interventions in owned cat population

The rapid growth of cat populations in many communities across the United States has resulted in overpopulation and an increase in euthanasia procedures. To combat these challenges, communities have instituted spay/neuter programs as a preventative strategy. In particular, Knox County, Tennessee, has developed and implemented a program, called the Spay Shuttle, which offers free spays and neuters for owned cats throughout the county.

We develop a discrete time, age-structured model of owned female cats in Knox County to investigate the effects of implementing extra spaying intervention strategies to the population over the course of 5 years. We determine that a 50% increase in spay surgeries per two month time step for each age class capable of reproducing will result in a 33% decrease in the population. Also, the number of surgeries performed during those five years will also drop. Analysis of the cumulative number of surgeries performed reveals a sharp increase in surgeries during the first two years, followed by a decrease in surgeries in the following years. We also examine other scenarios, by which we target different age groups for extra spay interventions. We determine that the most impact is seen when extra spaying of cats ages 4-6 months is included in the intervention.

Mandatory spay ordinance as the solution to San Francisco dog problem

The dog overpopulation in San Francisco has been straining San Francisco’s Department of Animal Care & Control’s already limited resources with the increase in dog impoundments and animal cruelty cases, particularly ones involving dogs. At least 33 local governments around the United States have implemented mandatory spay/neuter laws for all dogs as a way to curb the companion animal overpopulation. San Francisco should adopt a similar mandatory spay/neuter law, in which all dogs over the age of six months, with certain exceptions, must be spayed or neutered. This will relieve the strain on Animal Care & Control, will save the City money, and will decrease pain, suffering, and even death among San Francisco’s dog population.

Humans have a responsibility to care for companion animals because we domesticated them and allow them to breed in a world where there are not enough homes for them. So humans should take action to decease breeding, especially accidental breeding, so as to decrease the population of unwanted dogs. This human action should be in the form of implementing a mandatory spay/neuter law, so the majority of dogs will be unable to reproduce and so that breeders are restricted to one litter per year to minimize their contribution to the companion animal overpopulation. Not only is spaying and neutering crucial to reducing the population of unwanted dogs, but it also has many health, behavioral, and societal benefits. Spaying and neutering will increase the health of dogs by reducing their chances of developing certain cancers; it will increase their life span; and it will increase public safety and public health byreducing aggression, making them less likely to bite, and reducing the number of stray dogs wandering the streets.

Even though most veterinarians, most members of the animal shelter community, and most animal welfare/rights activists agree that spaying/neutering is vital to decreasing the companion animal overpopulation, they disagree on whether spaying/neutering should be mandatory or simply encouraged. Proponents of mandatory spay/neuter laws argue that they will save local governments money, produce more revenue, and improve public safety and public health. On the other hand, opponents argue that low-cost spay/neuter programs are more effective at decreasing the companion animal overpopulation, mandatory spay/neuter laws punish poor people and will result in more companion animals being abandoned in shelters, they discourage people from taking their animals to the vet or to the animal shelter for fear of being reported to authorities for having an unaltered animal, they punish responsible companion animal guardians and breeders, they waste public resources, and they are difficult to enforce.

An analysis of shelter data from two municipalities—Clark County, Nevada, and Los Angeles County, California—that have implemented mandatory spay/neuter laws reveals that recent dog intake and euthanasia rates are the lowest they have been in the past two decades, indicating that these laws are successful at reducing the unwanted dog population. In 2005, San Francisco’s Commission of Animal Control and Welfare considered implementing a mandatory spay/neuter ordinance for all dogs, but it never went past Commission meetings. However, in 2006, San Francisco implemented a mandatory spay/neuter law for Pit Bulls, which resulted in a decrease in Pit Bull euthanasia rates. The success of this law can be partly attributed to the free spay/neuter services for Pit Bulls offered by the San Francisco Society for the Prevention of Cruelty to Animals (SF SPCA). Other free spay/neuter services for any breed of dog are also offered in various locations in San Francisco, which would help ensure the success of a mandatory spay/neuter ordinance for all dogs.

San Francisco should implement a mandatory spay/neuter ordinance that requires that all dogs six months or older must be spayed or neutered, with exemptions for dogs who are too old or sick to undergo the spay/neuter surgery and dogs whose health would be threatened by the spay/neuter surgery. In addition, guardians who do not want to spay or neuter their dogs must obtain an intact dog license or a breeding license. Animal Care & Control can enforce the mandatory spay/neuter law by modifying its dog licensing system to assign different colored tags for different licenses—regular dog licenses, intake dog license, and breeding license.

Furthermore, breeders must show proof that they have a breeding license by putting the license number on their advertisements or sales receipts, and they must be restricted to one litter per year and the number of unaltered animals they are allowed to have should be limited, as well, so as to not further contribute to the companion animal overpopulation problem. And finally, penalties for violations of the mandatory spay/neuter law should be civil, rather than criminal.

...In San Diego County, the potential threat feral cats pose to wildlife is particularly troublesome. Our county is within one of the world’s biodiversity hot spots. Our ocean, beaches, bays, mountains and desert landscapes, and unique coastal sage scrub and chaparral plant communities, support a wide diversity of plant and animal life, including more than 500 species of birds.
