CDV in wild endangered Amur tigers

Fewer than 500 Amur tigers (Panthera tigris altaica) remain in the wild. Due to low numbers and their solitary and reclusive nature, tiger sightings across their range in the Russian Far East and China are rare; sightings of sick tigers are rarer still. Serious neurologic disease observed in several wild tigers since 2001 suggested disease emergence in this endangered species. To investigate this possibility, histology, immunohistochemistry (IHC), in situ hybridization (ISH), and reverse transcription-PCR (RT-PCR) were performed on tissues from 5 affected tigers that died or were destroyed in 2001, 2004, or 2010. Our results reveal canine distemper virus (CDV) infection as the cause of neurologic disease in two tigers and definitively establish infection in a third. Nonsuppurative encephalitis with demyelination, eosinophilic nuclear viral inclusions, and positive immunolabeling for CDV by IHC and ISH were present in the two tigers with available brain tissue. CDV phosphoprotein (P) and hemagglutinin (H) gene products were obtained from brains of these two tigers by RT-PCR, and a short fragment of CDV P gene sequence was detected in lymph node tissue of a third tiger. Phylogenetically, Amur tiger CDV groups with an Arctic-like strain in Baikal seals (Phoca siberica). Our results, which include mapping the location of positive tigers and recognition of a cluster of cases in 2010, coupled with a lack of reported CDV antibodies in Amur tigers prior to 2000 suggest wide geographic distribution of CDV across the tiger range and recent emergence of CDV as a significant infectious disease threat to endangered Amur tigers in the Russian Far East.

IMPORTANCE Recognition of disease emergence in wildlife is a rare occurrence. Here, for the first time, we identify and characterize a canine distemper virus (CDV), the second most common cause of infectious disease death in domestic dogs and a viral disease of global importance in common and endangered carnivores, as the etiology of neurologic disease and fatal encephalitis in wild, endangered Amur tigers. We establish that in 2010 CDV directly or indirectly killed ~1% of Amur tigers. Location of positive cases over an expansive geographic area suggests that CDV is widely distributed across the tiger range. Interspecies interactions are increasing as human populations grow and expand into wildlife habitats. Identifying animal reservoirs for CDV and identifying the CDV strains that are transmissible to and among wildlife species, including Amur tigers and sympatric critically endangered Amur leopards (Panthera pardus orientalis), is essential for guiding conservation and mitigation efforts.

Abandonment of dogs in Latin America: review of literature

The relinquishment of animals is frequent and common throughout all the Latin America, causing losses in the areas of public health, social, ecological, economic and animal welfare. Among the main causes of pet relinquishment are behavioral problems, lack of space in houses, the lifestyle of the owner, lack of information about the owner responsibilities and costs associated with the keeping of animals. The number of laws related to animal welfare has been growing, due to pressure from the civil population but abandoned animals are a problem of responsibility of all the society. The role of the veterinarian is to inform and educate their customers about the topic. Reduce the relinquishment animal is a public challenge with cultural and long-term solution, and needs the closer look of the whole society.

Floreana Island rodent and cat eradication feasibility analysis

The eradication of introduced vertebrates has become a widely accepted strategy for restoring island ecosystems. Based on an understanding of eradication methods and the Floreana Island project site, the feasibility of removing black rats, house mice, and feral cats is assessed within this document. Feasibility was assessed based on current techniques to safely remove rodents and feral cats from islands which have been used worldwide, including recent eradications within the Galápagos archipelago.
The goal of this project is to restore ecosystem function as well as enhance community well-being on Floreana Island. This would be achieved through the eradication of black rats, house mice and feral cats and by implementing effective biosecurity measures (e.g. preventing a rodent incursion and ensuring that domestic cats present on the island cannot act as a source population).
The most common technique used globally for removing rodents from islands is the application of bait containing a rodenticide. Cats are primarily targeted with poison, trapping, and hunting. Floreana is a large island (17,125 ha) compared to efforts undertaken elsewhere. If successful, it would be the second largest island to have had cats and rats removed and the largest to have had mice removed. Methods recommended for this multi-species eradication on Floreana Island are aerial- and ground-dispersed toxic baits (resulting in primary and secondary exposure of target populations), trapping, and hunting with and without dogs. To complement these actions, domestic cats must be sterilized and registered, euthanized, or removed from the island. Regulations must be implemented prior to the eradication to ensure that these actions can be applied to all domestic cats on the island, and that no cats can be imported to the island. Community buy-in and regulations will be required to allow access to all buildings and areas of the island, regardless of tenure. Additional recommendations are made regarding options for interisland biosecurity as well as legislation to regulate or prohibit importations of certain animals.
Factors such as a permanent community on island, tourism, and farmland/agriculture will complicate actions to eradicate rodents and cats. Although this is the case, all eradication principles can be met if the appropriate measures are taken during the planning, implementation, and confirmation phases. The technical removal of both rodents and cats is considered feasible with current eradication methods. Social, legal, and environmental acceptability has been assessed and is considered feasible within the region. Feasibility should be re-assessed periodically as results are received from processes to engage the community. A total cost of $10-12 million dollars is estimated for the planning and implementation of the recommended actions.
This document lays out a detailed description of the site and target species, recommended project approach, scope, and suggested stakeholder involvement needed to carry out a successful multispecies (mouse, rat, cat) eradication campaign on Floreana Island.

Evaluation of cats socialization in shelters

Animal welfare organizations routinely accept large numbers of cats with unknown histories, and whose backgrounds vary from well-socialized pets to cats that have had little or no contact with humans. Agencies are challenged with making the determination of socialization level in a highly stressful environment where cats are often too frightened to show typical behaviors. A variety of structured behavioral assessments were conducted in a shelter-like environment, from intake through a three day holding period, on cats from the full range of socialization as reported by their caregivers. Our results show that certain behaviors such as rubbing, playing, chirping, having the tail up or being at the front of the cage were found to be unique to More Socialized cats. While not all more socialized cats showed these behaviors, cats that did were socialized. Assessing the cats throughout the three day period was beneficial in eliciting key behaviors from shyer and more frightened cats. These results will be used in future work to develop an assessment tool to identify the socialization status of cats as a standardized guide for transparent and reliable disposition decisions and higher live release rates for cats in animal shelters.

Stray cats routinely enter animal welfare organizations each year and shelters are challenged with determining the level of human socialization these cats may possess as quickly as possible. However, there is currently no standard process to guide this determination. This study describes the development and validation of a caregiver survey designed to be filled out by a cat’s caregiver so it accurately describes a cat’s personality,
background, and full range of behavior with people when in its normal environment. The results from this survey provided the basis for a socialization score that ranged from unsocialized to well socialized with people. The quality of the survey was evaluated based on inter-rater and test-retest reliability and internal consistency and estimates of construct and criterion validity. In general, our results showed moderate to high levels of inter-rater (median of 0.803, range 0.211–0.957) and test-retest agreement (median 0.92, range 0.211–0.999). Cronbach’s alpha showed high internal consistency (0.962). Estimates of validity did not highlight any major shortcomings. This survey will be used to develop and validate an effective assessment process that accurately differentiates cats by their socialization levels towards humans based on direct observation of cats’ behavior in an animal shelter.

Animal welfare organizations typically take in cats with unknown levels of socialization towards humans, ranging from unsocialized cats well-socialized but lost pets. Agencies typically determine the socialization status and disposition options of cats within three days, when even a well-socialized pet may be too frightened of the unfamiliar surroundings to display its typical behavior. This is the third part of a three-phase project to develop and evaluate a reliable and valid tool to predict cats’ socialization levels. We recruited cats from the full spectrum of socialization and, using information from the cats’ caregivers regarding typical behavior toward familiar and unfamiliar people, assigned each cat to a Socialization Category. This information was compared to the cats’ behavior during three days of structured assessments conducted in a shelter-like setting. The results of logistic regression modeling generated two models using assessments from the mornings of the second and third day, focusing on predicting shyer or more aloof but socialized cats. Using the coefficients from each of these models, two sets of points were calculated which were useful in differentiating More and Less Socialized cats. In combination with key socialized behaviors, these points were able to fairly accurately identify More and Less Socialized cats.

The effects of feral cats on insular wildlife

Domestic cats have been introduced to many of the world’s islands where they have been particularly devastating to insular wildlife which, in most cases, evolved in the absence of terrestrial predatory mammals and feline diseases. We review the effects of predation, feline diseases, and the life history characteristics of feral cats and their prey that have contributed to the extirpation and extinction of many insular vertebrate species. The protozoan Toxoplasma gondii is a persistent landbased zoonotic pathogen hosted by cats that is known to cause mortality in several insular bird species. It also enters marine environments in cat feces, where it can cause the mortality of marine mammals. Feral cats remain widespread on islands throughout the world, and are frequently subsidized in colonies which caretakers often assert have little negative effect on native wildlife. However, population genetics, home range, and movement studies all suggest that there are no locations on smaller islands where these cats cannot penetrate within two generations. While the details of past vertebrate extinctions were rarely documented during contemporary time, a strong line of evidence is emerging that the removal of feral cats from islands can rapidly facilitate the recolonization of extirpated species, particularly seabirds. Islands offer unique, mostly self-contained ecosystems in which to conduct controlled studies of the effects of feral cats on wildlife, having implications for continental systems. The response of terrestrial wildlife such as passerine birds, small mammals, and herptiles still needs more thorough long-term monitoring and documentation after the removal of feral cats.

Lack of mesopredator release after top-predator control

Introduction
Terrestrial top-predators are expected to regulate and stabilise food webs through their consumptive and non-consumptive effects on sympatric mesopredators and prey. The lethal control of top-predators has therefore been predicted to inhibit top-predator function, generate the release of mesopredators and indirectly harm native fauna through trophic cascade effects. Understanding the outcomes of lethal control on interactions within terrestrial predator guilds is important for zoologists, conservation biologists and wildlife managers. However, few studies have the capacity to test these predictions experimentally, and no such studies have previously been conducted on the eclectic suite of native and exotic, mammalian and reptilian taxa we simultaneously assess. We conducted a series of landscape-scale, multi-year, manipulative experiments at nine sites spanning five ecosystem types across the Australian continental rangelands to investigate the responses of mesopredators (red foxes, feral cats and goannas) to contemporary poison-baiting programs intended to control top-predators (dingoes) for livestock protection.

Result
Short-term behavioural releases of mesopredators were not apparent, and in almost all cases, the three mesopredators we assessed were in similar or greater abundance in unbaited areas relative to baited areas, with mesopredator abundance trends typically either uncorrelated or positively correlated with top-predator abundance trends over time. The exotic mammals and native reptile we assessed responded similarly (poorly) to top-predator population manipulation. This is because poison baits were taken by multiple target and non-target predators and top-predator populations quickly recovered to pre-control levels, thus reducing the overall impact of baiting on top-predators and averting a trophic cascade.
Conclusions
These results are in accord with other predator manipulation experiments conducted worldwide, and suggest that Australian populations of native prey fauna at lower trophic levels are unlikely to be negatively affected by contemporary dingo control practices through the release of mesopredators. We conclude that contemporary lethal control practices used on some top-predator populations do not produce the conditions required to generate positive responses from mesopredators. Functional relationships between sympatric terrestrial predators may not be altered by exposure to spatially and temporally sporadic application of non-selective lethal control.

Introduction: Many prey species around the world are suffering declines due to a variety of interacting causes such as land use change, climate change, invasive species and novel disease. Recent studies on the ecological roles of top-predators have suggested that lethal top-predator control by humans (typically undertaken to protect livestock or managed game from predation) is an indirect additional cause of prey declines through trophic cascade effects. Such studies have prompted calls to prohibit lethal top-predator control with the expectation that doing so will result in widespread benefits for biodiversity at all trophic levels. However, applied experiments investigating in situ responses of prey populations to contemporary top-predator management practices are few and none have previously been conducted on the eclectic suite of native and exotic mammalian, reptilian, avian and amphibian predator and prey taxa we simultaneously assess. We conducted a series of landscape-scale, multi-year, manipulative experiments at nine sites spanning five ecosystem types across the Australian continental rangelands to investigate the responses of sympatric prey populations to contemporary poison-baiting programs intended to control top-predators (dingoes) for livestock protection.
Results: Prey populations were almost always in similar or greater abundances in baited areas. Short-term prey responses to baiting were seldom apparent. Longer-term prey population trends fluctuated independently of baiting for every prey species at all sites, and divergence or convergence of prey population trends occurred rarely. Top-predator population trends fluctuated independently of baiting in all cases, and never did diverge or converge. Mesopredator population trends likewise fluctuated independently of baiting in almost all cases, but did diverge or converge in a few instances.
Conclusions: These results demonstrate that Australian populations of prey fauna at lower trophic levels are typically unaffected by top-predator control because top-predator populations are not substantially affected by contemporary control practices, thus averting a trophic cascade. We conclude that alteration of current top-predator management practices is probably unnecessary for enhancing fauna recovery in the Australian rangelands. More generally, our results suggest that theoretical and observational studies advancing the idea that lethal control of top-predators induces trophic cascades may not be as universal as previously supposed.

ISFM guidelines on population management and welfare of unowned domestic cats

Guidelines rationale: Cats are among the most commonly kept domestic pets, and coexist with humans in a variety of different circumstances. Cats are sentient beings and, as such, humans have a responsibility for cat welfare where humans and cats coexist. Because cats reproduce efficiently, measures to control populations are frequently needed, but these should be based on ethical and humane approaches.

Framework: These consensus guidelines from the International Society of Feline Medicine’s Welfare Advisory Panel provide a framework for the approach to welfare and population control measures, primarily among unowned cats and those going through a homing programme.

Two studies on Paleolithic dogs and a controversy

Using multivariate techniques, several skulls of fossil large canids from sites in Belgium, Ukraine and Russia were examined to look for possible evidence of the presence of Palaeolithic dogs. Reference groups constituted of prehistoric dogs, and recent wolves and dogs. The fossil large canid from Goyet (Belgium), dated at c. 31,700 BP is clearly different from the recent wolves, resembling most closely the prehistoric dogs. Thus it is identified as a Palaeolithic dog, suggesting that dog domestication had already started during the Aurignacian. The Epigravettian Mezin 5490 (Ukraine) and Mezhirich (Ukraine) skulls are also identified as being Palaeolithic dogs. Selected Belgian specimens were analyzed for mtDNA and stable isotopes. All fossil samples yielded unique DNA sequences, indicating that the ancient Belgian large canids carried a substantial amount of genetic diversity. Furthermore, there is little evidence for phylogeographic structure in the Pleistocene large canids, as they do not form a homogenous genetic group. Although considerable variation occurs in the fossil canid isotope signatures between sites, the Belgian fossil large canids preyed in general on horse and large bovids.

Whether or not the wolf was domesticated during the early Upper Palaeolithic remains a controversial issue. We carried out detailed analyses of the skull material from the Gravettian Předmostí site, Czech Republic, to investigate the issue. Three complete skulls from Předmostí were identified as Palaeolithic dogs, characterized by short skull lengths, short snouts, and wide palates and braincases relative to wolves. One complete skull could be assigned to the group of Pleistocene wolves. Three other skulls could not be assigned to a reference group; these might be remains from hybrids or captive wolves. Modifications by humans of the skull and canine remains from the large canids of Předmostí indicate a specific relationship between humans and large canids.

Issues related to the identification of Late Pleistocene dogs from different sites in Eurasia, triggered by recent publications (see Germonpré et al., 2009, 2012; Ovodov et al., 2011), are discussed. The main focus is the problem of how to distinguish wolves from early dogs on the basis of skull and teeth morphology. The studies by 18 and 19, reporting so-called ‘Palaeolithic dogs’ from Předmostí, Goyet, and other sites in Eastern and Central Europe, have some serious deficiencies. In our opinion, more work needs to be done to understand the biological mechanisms involved in wolf domestication and until then, it is premature to classify these Palaeolithic canids as fully domesticated dogs or even incipient dogs.

This is a response to the comments of Crockford and Kuzmin (2012) on our identification of Palaeolithic dogs from different European Palaeolithic sites. In their comments Crockford and Kuzmin (2012) present some errors, misunderstandings and misrepresentations that we remedy here. In our opinion, the early wolf domestication must be regarded as an intimate relationship between humans and canids including the breeding of the latter by prehistoric people, resulting in the European Palaeolithic dogs.

The geographic and temporal origins of the domestic dog remain controversial, as genetic data suggest a domestication process in East Asia beginning 15,000 years ago, whereas the oldest doglike fossils are found in Europe and Siberia and date to >30,000 years ago. We analyzed the mitochondrial genomes of 18 prehistoric canids from Eurasia and the New World, along with a comprehensive panel of modern dogs and wolves. The mitochondrial genomes of all modern dogs are phylogenetically most closely related to either ancient or modern canids of Europe. Molecular dating suggests an onset of domestication there 18,800 to 32,100 years ago. These findings imply that domestic dogs are the culmination of a process that initiated with European hunter-gatherers and the canids with whom they interacted.

Dog meat consumption and rabies in Nigeria

Background: Rabies is a preventable zoonosis with the highest case fatality of any disease in the world. In the developing world, it is transmitted mainly by dog bites. In parts of southern Nigeria, dog meat is a delicacy.
Objective: To highlight trade in stray dogs as a major risk factor for rabies in animals and humans in south-south Nigeria.
Method: Patients admitted into the University of Calabar Teaching Hospital (UCTH) with a diagnosis of rabies between July and October 2012 were analysed for risk factors, post exposure prophylaxis (PEP), health seeking behaviour and outcome. Focused group interview were also conducted among traders/ handlers of stray dogs.
Results: Ten cases of rabies in subjects aged 3 to 52 years were recorded in these five months period. Eight of the cases were male and apparently got infected directly or indirectly through the trade in stray dogs for human consumption. None had proper PEP and all patients died.
Conclusion: Stray dog trade, fuelled by eating of dog meat, is a risk factor for human and animal rabies in Calabar, southern Nigeria. Culling of stray dogs, control of stray dogs’ trade and public enlightenment on PEP is recommended.

Canine rabies is endemic in Nigeria. Some of the dogs slaughtered for human consumption may be infected with rabies virus, thus exposing handlers of raw dog meat to the disease since the virus may be present in the nerves in the meat. A cross-sectional study was designed and a structured questionnaire was designed and administered to a convenience sample of 160 processors and consumers (100 from Zaria and 60 from Kafanchan), by face to face interview at the slaughter sites or dog meat sale points. The questionnaire sought information on demographic characteristics of the respondents, rabies knowledge, attitude and actions the respondents would take if exposure occurs. Associations between demographic variables and categorized knowledge, attitude or practice scores were assessed using X2 analysis. The relationship between non-categorized scores was assessed using multiple regression analysis. Also, 154 brain samples from slaughtered dogs (74 from Zaria and 80 from Kafanchan) were checked for rabies antigen using direct fluorescent antibody test. Of the 160 respondents, 49 (30.6%) were involved in the slaughtering and sale of dog meat while 111(69.4%) were involved in handling and consumption of processed dog meat. Only 123(76.9%) knew that dogs are common source of rabies in Nigeria and 105(65.6%) knew that rabies affect humans. Also 110(68.8%) did not have adequate knowledge of the clinical signs of rabies. The level of knowledge, having positive attitudes and knowing acceptable practices were directly proportional to the level of education. Respondents from Kafanchan had higher level of knowledge and more positive attitudes towards rabies than those from Zaria. There were significant correlations between knowledge and attitude scores (r=0.49) and between knowledge and practice scores (r=0.43) at p<0.001. Rabies antigen was detected in the brain of 6 (3.9%) of the slaughtered dogs. The findings indicate that processors and consumers of dog meat are deficient in the knowledge of rabies. There is therefore a need for educational programmes targeted at this high risk group to increase their level of knowledge and reduce the risk of exposure.

Variation of cats under domestication

Both cat breeders and the lay public have interests in the origins of their pets, not only in the genetic identity of the purebred individuals, but also the historical origins of common household cats. 
The cat fancy is a relatively new institution with over 85% of its 40–50 breeds arising only in the past 75 years, primarily through selection on single-gene aesthetic traits. The short, yet intense cat breed history poses a significant challenge to the development of a genetic marker-based breed identification strategy. Using different breed assignment strategies and methods, 477 cats representing 29 fancy breeds were analysed with 38 short tandem repeats, 148 intergenic and five phenotypic single nucleotide polymorphisms. Results suggest the frequentist method of Paetkau (accuracy single nucleotide polymorphisms = 0.78, short tandem repeats = 0.88) surpasses the Bayesian method of Rannala and Mountain (single nucleotide polymorphisms = 0.56, short tandem repeats = 0.83) for accurate assignment of individuals to the correct breed. Additionally, a post-assignment verification step with the five phenotypic single nucleotide polymorphisms accurately identified between 0.31 and 0.58 of the mis-assigned individuals raising the sensitivity of assignment with the frequentist method to 0.89 and 0.92 single nucleotide polymorphisms and short tandem repeats respectively. This study provides a novel multi-step assignment strategy and suggests that, despite their short breed history and breed family groupings, a majority of cats can be assigned to their proper breed or population of origin, i.e. race.

The management of free-roaming domestic cats is a controversial and challenging issue for animal welfare organizations and government agencies. In this article, we used a previously validated concept, wildlife acceptance capacity, to measure tolerance for free-roaming cats. We also identified the demographic, situational, and affective factors influencing tolerance, and evaluated the effect of tolerance on attitudes toward cat management. We conducted a written survey with 381 university students, measuring experiences with outdoor cats, perceptions of and tolerance for the cat population, attitudes toward cats and cat management, and risk perceptions. Tolerance/acceptance was measured as preference for reducing future cat population levels. A 7-item model—including positive and negative experiences, attitudes, beliefs, perceived risks, and perceptions of the current cat population—predicted acceptance 81% of the time. Cat acceptance predicted attitudes toward cat management and should be addressed in future campaigns aimed at reducing the population of free-roaming cats.

Within the thesis, the trending methods of stray pet population care and control are considered, the emphasis put on the differences between governmentally funded institutions of sanitation and the non-governmental animal shelters; significant attention paid to the implementation and overall effectiveness of both systems, with the differentiation of financial success and their effectiveness in saving animals and finding new homes. Within the framework of the thesis, the relationship between those two types of organizations is considered with an attempt to put some light on the impact they have on each other and how such dynamics enforce the evolution in the methods and planning for the future. Furthermore, the expansion of the non-governmental animal shelter policies considered with comparisons to the municipally funded policies that rely on mass extermination of stray pets. Finally, the main reasons for establishment of non-governmental shelters are examined as well as possible implementations on the legal basis in conjunction to propagating the expansion and future of such shelters. The main comparison framework has been set for two main cities in Lithuania, Vilnius and Kaunas as they are the most representative of the current situation, providing the perfect medium since the beginning of the no-kill shelter establishment that competes with the municipally contracted institutions which still control the vast majority of the stray animal population care and control market.

Mandatory spay ordinance as the solution to San Francisco dog problem

The dog overpopulation in San Francisco has been straining San Francisco’s Department of Animal Care & Control’s already limited resources with the increase in dog impoundments and animal cruelty cases, particularly ones involving dogs. At least 33 local governments around the United States have implemented mandatory spay/neuter laws for all dogs as a way to curb the companion animal overpopulation. San Francisco should adopt a similar mandatory spay/neuter law, in which all dogs over the age of six months, with certain exceptions, must be spayed or neutered. This will relieve the strain on Animal Care & Control, will save the City money, and will decrease pain, suffering, and even death among San Francisco’s dog population.

Humans have a responsibility to care for companion animals because we domesticated them and allow them to breed in a world where there are not enough homes for them. So humans should take action to decease breeding, especially accidental breeding, so as to decrease the population of unwanted dogs. This human action should be in the form of implementing a mandatory spay/neuter law, so the majority of dogs will be unable to reproduce and so that breeders are restricted to one litter per year to minimize their contribution to the companion animal overpopulation. Not only is spaying and neutering crucial to reducing the population of unwanted dogs, but it also has many health, behavioral, and societal benefits. Spaying and neutering will increase the health of dogs by reducing their chances of developing certain cancers; it will increase their life span; and it will increase public safety and public health byreducing aggression, making them less likely to bite, and reducing the number of stray dogs wandering the streets.

Even though most veterinarians, most members of the animal shelter community, and most animal welfare/rights activists agree that spaying/neutering is vital to decreasing the companion animal overpopulation, they disagree on whether spaying/neutering should be mandatory or simply encouraged. Proponents of mandatory spay/neuter laws argue that they will save local governments money, produce more revenue, and improve public safety and public health. On the other hand, opponents argue that low-cost spay/neuter programs are more effective at decreasing the companion animal overpopulation, mandatory spay/neuter laws punish poor people and will result in more companion animals being abandoned in shelters, they discourage people from taking their animals to the vet or to the animal shelter for fear of being reported to authorities for having an unaltered animal, they punish responsible companion animal guardians and breeders, they waste public resources, and they are difficult to enforce.

An analysis of shelter data from two municipalities—Clark County, Nevada, and Los Angeles County, California—that have implemented mandatory spay/neuter laws reveals that recent dog intake and euthanasia rates are the lowest they have been in the past two decades, indicating that these laws are successful at reducing the unwanted dog population. In 2005, San Francisco’s Commission of Animal Control and Welfare considered implementing a mandatory spay/neuter ordinance for all dogs, but it never went past Commission meetings. However, in 2006, San Francisco implemented a mandatory spay/neuter law for Pit Bulls, which resulted in a decrease in Pit Bull euthanasia rates. The success of this law can be partly attributed to the free spay/neuter services for Pit Bulls offered by the San Francisco Society for the Prevention of Cruelty to Animals (SF SPCA). Other free spay/neuter services for any breed of dog are also offered in various locations in San Francisco, which would help ensure the success of a mandatory spay/neuter ordinance for all dogs.

San Francisco should implement a mandatory spay/neuter ordinance that requires that all dogs six months or older must be spayed or neutered, with exemptions for dogs who are too old or sick to undergo the spay/neuter surgery and dogs whose health would be threatened by the spay/neuter surgery. In addition, guardians who do not want to spay or neuter their dogs must obtain an intact dog license or a breeding license. Animal Care & Control can enforce the mandatory spay/neuter law by modifying its dog licensing system to assign different colored tags for different licenses—regular dog licenses, intake dog license, and breeding license.

Furthermore, breeders must show proof that they have a breeding license by putting the license number on their advertisements or sales receipts, and they must be restricted to one litter per year and the number of unaltered animals they are allowed to have should be limited, as well, so as to not further contribute to the companion animal overpopulation problem. And finally, penalties for violations of the mandatory spay/neuter law should be civil, rather than criminal.

Fine scale resource selection by feral cats

The feral domestic cat (Felis catus) is considered to be one of the most damaging introduced predators, responsible for the decline and extinction of numerous native species. Advanced satellite technologies enable the study of resource selection by small mammals at fine-scales through remote data. These tools can improve understanding of the spatial ecology of introduced predators in ecologically sensitive areas, such as where cats pose a threat to native species and where improvement of predator control methods is required. We studied fine-scale resource selection by feral cats in the ecologically important New Zealand braided-river ecosystem, where they pose a risk to endangered native ground-nesting birds. We collected 34 location datasets from 21 cats fitted with lightweight global positioning system-collars, and extracted landscape variables from a resource map created using very high spatial resolution satellite imagery (Quickbird) and object-base imagery analysis for image classification. We modelled second-order seasonal and annual resource selection functions and characterized landscape composition of highly-used areas using compositional analysis. At a population level, cats generally selected fine-scale landscapes that are important for their primary prey rabbits (Oryctolagus cuniculus), and for refugia. An external validation of the annual model using data from cats tracked in an independent study showed a positive correlation with model predictions. Individual cats also visited habitats used by native ground-nesting birds, and thus pose a threat to them through secondary predation or individual specialization. Cat control operations should therefore focus around areas of concentrated ground-nesting bird activity and in areas identified as high-use by cats.

Mesopredator release and toxoplasmosis

Changing ecosystem dynamics are increasing the threat of disease epidemics arising in wildlife populations. Several recent disease outbreaks have highlighted the critical need for understanding pathogen dynamics, including the role host densities play in disease transmission. In Australia, introduced feral cats are of immense concern because of the risk they pose to native wildlife through predation and competition. They are also the only known definitive host of the coccidian parasite, Toxoplasma gondii, the population-level impacts of which are unknown in any species. Australia’s native wildlife have not evolved in the presence of cats or their parasites, and feral cats may be linked with several native mammal declines and extinctions. In Tasmania there is emerging evidence that feral cat populations are increasing following wide-ranging and extensive declines in the apex predator, the Tasmanian devil, from a consistently fatal transmissible cancer.

We assess whether feral cat density is associated with the seroprevalence of T. gondii in native wildlife to determine whether an increasing population of feral cats may correspond to an increased level of risk to naive native intermediate hosts. We found evidence that seroprevalence of T. gondii in Tasmanian pademelons was lower in the north-west of Tasmania than in the north-east and central regions where cat density was higher. Also, samples obtained from road-killed animals had significantly higher seroprevalence of T. gondii than those from culled individuals, suggesting there may be behavioural differences associated with infection. In addition, seroprevalence in different trophic levels was assessed to determine whether position in the food-web influences exposure risk. Higher order carnivores had significantly higher seroprevalence than medium-sized browser species. The highest seroprevalence observed in an intermediate host was 71% in spotted-tailed quolls (Dasyurus maculatus), the largest mammalian mesopredator, in areas of low cat density. Mesopredator release of cats may be a significant issue for native species conservation, potentially affecting the population viability of many endangered species.

Urban and periurban mammal communities and its importance to conservation

The primary objective of this study was to compare urban and peri-urban mammal assemblages and relate variation in these communities to local differences in vegetation. We surveyed 15 locations in both urban and peri-urban habitats (n = 30). Boundaries of our survey areas coincided with those of National Park Service (NPS) areas in central Virginia. Over a 14-month period, we used five trap-types to document species in three guilds. A total of 9 and 15 species were documented at urban and peri-urban locations, respectively. Top predators Canis latrans (Coyote) and Felis rufus (Bobcat) were undetected at urban sites, while mesopredators were consistently more abundant. The absence of four small prey species and reduced abundances of the most common native generalist, Peromyscus leucopus (White-footed Mouse), were also associated with urban locations. Multivariate analyses of relative abundance data indicated significantly dissimilar mammal communities in urban and peri-urban locations. Shrub cover was highest in peri-urban locations, while grass cover was highest in urban sites—a pattern that was only marginally significant due to greater variability among these sites. The exotic grass Microstegium vimineum (Japanese Stiltgrass) was present at several urban sites and contributed to the complex relationship between percent grass cover and the small-mammal assemblages that we surveyed. Our results suggest that disturbances that reduce the recruitment of shrubs and other native plants and promote the spread of invasive grasses may have severe consequences for small-mammal communities. In addition, culturally preserved areas within both survey sites (i.e., battlefields planted with fescue grasses) were inhospitable to most small-mammal species and wildlife in general. In many NPS areas, there is great opportunity for development of adaptive management strategies that integrate ongoing NPS efforts to control invasive plant species with the enhancement of wildlife habitat in both culturally and naturally preserved areas. There is an urgent need for the conservation of native habitat in NPS areas and non-park sites threatened by urbanization. The primary focus of these efforts should include the control of exotic species and mesopredators, facilitation of native shrub recruitment, and, in many of these areas, the ecological restoration of historic sites. NPS lands in urbanized areas offer unique conditions for wildlife management and abundant opportunities for conserving native communities.

Eradication of cats from Dassen island

Feral domestic cat Felis silvestris catus where eradicated from South Africa's Dassen Island in March 2002, following three decades of intermittent control and eradication attemps. Once the last few cats are removed from nearby Robben island, all South African islands will be free of this alien predator. Freeing Dassen islands of cats appears to be the first such succeed for the African Continent as a region.
