Polarized opinions approach on Feral Cat Management

Although there is general agreement among government agencies, conservation groups and animal welfare organizations that cat populations need to be managed, the management of cats is frequently a topic of debate between biologists/environmental groups and animal welfare/animal rights advocacy groups. The two groups’ beliefs are polarized in regard to impacts on wildlife, management strategies and efficacy of trap-and-neuter (TNR) programs. Concerns of conservation biologists relate to cats as predators, but welfare proponents feel that humans must take responsibility for free-ranging house pets and their feral offspring. It is not surprising that discussions of feral cat management become volatile. Much of the debate hinges upon whether management solutions should use lethal or non-lethal control strategies. Conservation biologists largely support cat euthanasia, while animal welfare activists support non-lethal treatments such as TNR for free-ranging cats. The issues of this larger conservancy/welfare debate framed the discourse of the cat problem and guided solution strategies at Eastern Kentucky University, where a population of cats has existed on the campus for many years. A tentative agreement has been forged between an administration that subscribed to a trap and remove policy, and a network of TNR volunteers. Both sides have focused on the common goal of a reduction in the number of campus cats. In addition, both sides have realized that each setting has its own particular constraints and that solutions must be tailored to those situations. Instead of resorting to invective, data are being collected. When well-meaning people meet and focus on solutions to a shared goal, positive outcomes become possible.

Inefficient TNR

Free-roaming cat populations are increasing in urban areas around the world. Management strategies remain controversial, as attempts to rapidly minimize the impact of cats may conflict with finding an ethical means of population reduction in this domesticated species. Trap-Neuter-Return (TNR) is a non-lethal strategy which can theoretically lead to population decline with an ethical approach. The present study aimed to estimate free-roaming cat populations and also to measure the efficacy of a one-year TNR campaign in a highly urban area. Using a sight/resight methodology, we examined free-roaming cat populations in four sites across two neighbourhoods (Harlem and Bedford-Stuyvesant) in New York City. Sampling was repeated after 1 year, during which an intensive TNR effort occurred in each of those areas. Results from this study found population estimates range from 2.6-4.1 cats/km. Additionally, we found between 78-98% turnover in each study area. After one year of TNR, the proportion of sterilised individuals in our treatment sites increased to 50%. Model results suggest there is no evidence that sterilised individuals are more likely to be encountered, indicating that sterilisation may not affect movement patterns of cats. Free-roaming cats occur at high densities at all study sites, though populations varied, even within the same neighbourhood. We found evidence of considerable migration within study sites, which further complicates the application of a sterilisation management strategy. Management strategies directed toward free-roaming cats, such as TNR, may require a broad-scale approach, involving different facets of the community and should occur over multiple years.

TNR and TVHR as methods to control nuisance from feral cats

Free-roaming feral cats are common in areas of concentrated human habitation, and can pose considerable threats of nuisance and damage to native ecosystems. Trap-neuter-return (TNR) and trap-vasectomy-hysterectomy-return (TVHR) are two humane methods for the reproductive control of feral cat populations. Both TNR and TVHR render a cat infertile, but cats that have undergone TVHR continue to produce hormones that drive mating behaviors. We built a stochastic agent-based computational model for simulating the survival, reproduction, and movement of individual feral cats and the use of TNR and TVHR to modify cats’ reproductive abilities and behaviors. Daily movement of cats between colonies is implemented based on the distance between colonies and landscape properties (e.g. rural, urban). Spatially targeted TNR and TVHR policies are evaluated using two management goals: (1) reduce total population size and (2) reduce nuisance attributed to feral cats. Nuisance includes spraying and noise, both of which are associated with un-neutered males, as well as population abundance. Results indicate that both TNR and TVHR have the potential to greatly reduce population size. Effectiveness of each control depends on the capture rate, number of colonies targeted, size of each colony, and movement of individual cats between colonies. Results show that on average TVHR performs moderately better than TNR at reducing population size, but TNR substantially outperforms TVHR in reducing multiple nuisance measures.

Characterizing clinics involved in controlling stray cats

The presence of stray and feral cats in urban areas often leads to situations of overpopulation whereby the control of reproduction has proven to be a priority element in solving this problem. The primary goal of this study was to characterize the clinics in the Lisbon area in controlling the population of stray cats and to determine their impact on reducing the number of animals. To accomplish this, it has been developed a questionnaire submitted to clinical directors. Of the 44 participants, it was found that 52% participates in population control programs. The secondary goals were to evaluate protocols applied in relation to neutering and it was verified that most procedures performed in these cases follow the recommendations made by the specialized agencies, including the type of surgery (95,6% neuter and 100% spay), preanesthetic protocols, performing surgeries in pregnant cats (91,3% perform against 8,7% that does not perform), the use of nonsteroidal anti-inflammatory drugs (91% use them against 9% that does not use them), the use of fluidtherapy (65% use it against 35% that does not use it), the location of the postoperative period, the FIV-FeLV testing (78,26% does not test against 21,74% that does test) and the practice of left ear-cutting (86,96% cut against 13,04% that does not cut). On the contrary, performing sterilization on pre-pubertal cats is not followed (only 21,7% on males and 34,8% on females neuter before 6 months of age) and the use of antibiotics by the clinical staff is considered excessive (91% use them against 9% that does not use them) to the recommended parameters. In addition, using likelihood ratios established in the literature, it was also determined that the 2538 surgeries performed annually by this sample, prevent the birth of 6396 kittens and the wandering of 1599 cats, demonstrating the important role of clinics in fighting overpopulation of stray cats in Lisbon.



Urban cat ecology in Barcelona

Free life cats (Felis silvestris catus) are now common in urban areas and organize themselves in colonies associated with human presence and food availability. In Barcelona, there is a project of trap-neuter-return (TNR) of these cats.
From the 2013 data, a retrospective study, of the transverse observational type, was done of the free life cats and the ones with an owner. There is a direct relationship between the number of cats and the number of colonies (p = 0,004). The number of colonies is associated with the number of people (p = 0,004). Green areas, which can offer environmental resources, are directly related to the number of cats (p = 0,022) and to large colonies (p = 0,006). On the other hand, the area of the road network, which leads to habitat fragmentation, is directly associated with the number of colonies (p = 0,043) and also with small colonies (p = 0,023). Medium-sized colonies have a direct association with green areas (p = 0,035) and number of people (p = 0,026). The district area has a direct association with average-sized (p = 0,008) and large colonies (p = 0,043) as well as the number of cats (p = 0,005).

Selective pressure agaisnt TNR efforts

The purpose of this thesis was to determine if an underlying biological cause exists for the exuberant reproductive success in free-roaming unowned (FRU) cats. The hypothesis for this thesis was that FRU tom and queen cats have reproductively adapted to man-made sterilization efforts by lowering the age at which they enter puberty. For domestic cats, puberty is reported to occur around 8 months of age. Cats were presented for surgical sterilization at either a feral cat clinic or at a local Humane Society during August-October 2014 and 2015. Age was determined by records provided from feral cat colony managers and confirmed with dental eruption patterns. The age groups for tom cats were: 2-2.5 months (weanling; n=6), 3-4 months (juvenile; n=6), 5-6 months (pubertal; n=6), and 12-24 months (adult; n=6). Queens were grouped by age (<4 months (pet n=5, FRU n=10) and 4-6 months (pet n=2, FRU n=7)).
For tom cats, the penis was evaluated to determine if spines were present and the contents from both vasa deferentes were milked onto a microscope slide, mixed with eosin-nigrosin stain, spread with a spreader slide, allowed to air dry and evaluated at 1000X. The percentage of sperm with normal morphology was determined after evaluating 100 sperm/slide. Testicles were hemi-sectioned, formalin-fixed, paraffinembedded, cut into sections (6 µm), stained with hematoxylin and eosin (H&E), and evaluated at 200X for evidence of spermatogenesis and measurement of seminiferous tubule diameter. For queens, the total ovarian uterine weights from FRU queens were also recorded. Ovaries were hemi-sectioned, formalin-fixed, paraffin-embedded, cut into sections (6 μm), stained with H&E, and evaluated at 200X. Follicles were counted and classified as primary, secondary, or tertiary. More adult toms (16/16) than juvenile toms (4/13) had penile spines (p<0.05). Mean±SD morphologically normal sperm for the juvenile and adult tom cats was not significantly different (77±11% and 81±13%, respectively). Evidence of spermatogenesis in weanling, juvenile, pubertal, and adult toms was 0%, 17%, 67%, and 100%, respectively (p<0.05 between successive age groups). The seminiferous tubular diameter was significantly larger in each successive age group (weanlings 88.10±10.88 µm; juveniles 109.8±8.89 µm; pubertal 142.2±16.89 µm; adult 237.90±52.45 µm). FRU queen cats under 4 months old had more tertiary follicles compared to owned cats under 4 months of age (33% and 17%, respectively; p<0.05). Total ovarian uterine weights were significantly higher in 4-6 month old FRU queens compared to under 4 months (1.18±0.31 g vs 0.93±0.28 g, respectively).
These observations provide an explanation for why TNR efforts to reduce FRU cat populations have not successful. Selective pressures and a significantly shortened life span may be factors contributing to this finding.

Behavioral differences between urban feeding groups of neutered and sexually intact free-roaming cats

Objective—To examine behavioral differences during a 1-year observational period between urban feeding groups of neutered and sexually intact free-roaming cats following a trap-neuter-return procedure.

Design—Natural-setting trial.

Animals—Free-roaming cats (n = 184) living in 4 feeding groups in an urban region of Israel.

Procedures—Trap-neuter-return procedures were applied to 2 cat feeding groups (A and B). Their social and feeding behaviors and frequency of appearance at feeding time were compared with those of 2 unneutered cat groups (C and D). Behavioral data were obtained from weekly observations before and during feeding over a 1-year period.

Results—A lower rate of agonistic interactions was observed in the neutered groups than in the unneutered groups. Sexually intact male cats participated in more agonistic male-male encounters than did neutered male cats. Of 199 such encounters in the feeding groups, only 1 occurred between 2 neutered males. Neutered cats in group A appeared earlier and had higher frequencies of feeding and appearance at the feeding site, compared with unneutered cats.

Conclusions and Clinical Relevance—Less aggression was observed in the neutered groups, specifically, fewer agonistic neutered-neutered male encounters occurred. This reduced agonistic behavior of neutered males resulted in reduced fighting and vocalizations, potentially leading to fewer injuries and reduced transmission of fight-related infectious diseases and reduced noise disturbance from a human perspective. Regarding food delivery, the feeding groups were time-and-place dependent, exhibiting context-related social interactions. When competing for food resources, as neutered cats time their arrival in accordance with food delivery, they thereby gain access to the choicest items.

Attitudes towards fertility control methods in cats

Overview: Fertility control is important for population management of owned and unowned cats, provides health benefits at the individual level and can reduce unwanted sexually dimorphic behaviors such as roaming, aggression, spraying and calling. This article reviews the available evidence regarding European and American veterinarian, owner and pedigree cat breeder attitudes toward both surgical sterilization and non-surgical fertility control. It additionally presents new data on veterinarians’ and pedigree cat breeders’ use of, and attitudes toward, alternative modalities of fertility control.
Proportion of cats that are neutered: Within the United States and Europe, the proportion of cats reported to be sterilized varies widely. Published estimates range from 27–93% for owned cats and 2–5% for cats trapped as part of a trap–neuter–return (TNR) program. In some regions and populations of cats, non-surgical fertility control is also used. Social context, cultural norms, individual preferences, economic considerations, legislation and professional organizations may all influence fertility control decisions for cats.
Non-surgical methods of fertility control: Particularly in Europe, a limited number of non-surgical temporary contraceptives are available for cats; these include products with regulatory approval for cats as well as some used ‘off label’. Non-surgical methods remove the risk of complications related to surgery and offer potential to treat more animals in less time and at lower cost; they may also appeal to pedigree cat breeders seeking temporary contraception. However, concerns over efficacy, delivery methods, target species safety, duration and side effects exist with current non-surgical options. Research is under way to develop new methods to control fertility in cats without surgery. US and European veterinarians place high value on three perceived benefits of surgical sterilization: permanence, behavioral benefits and health benefits. Non-surgical options will likely need to share these benefits to be widely accepted by the veterinary community.

Modeling to improve TNR

Overview: Trap–neuter–return (TNR) for cat management is transitioning from an enterprise driven mainly by an urge to ‘help’ into an enterprise that draws useful guidance and precedent from the fields of population biology and wildlife management. This transition is in its infancy, however. At the present time many TNR programs do not produce substantial and persistent reductions in cat populations, and those that do often fail to effectively document this achievement or to publicize their success.
Challenges: As a result, TNR has become increasingly controversial, with TNR advocates and wildlife conservationists often staking out fundamentally incompatible positions. This may ultimately prove to be an unproductive debate, since public opinion in developed countries is unlikely to support a total abandonment of TNR in favor of widespread cat management using lethal methods, and since wildlife advocates are unlikely to support TNR as it is typically practiced.
Advancements: In contrast, improving the effectiveness of TNR as a population management tool can benefit both cats and wildlife, potentially on a broad scale. Making these advancements requires the diligent promotion, dissemination and adoption of tools like population modeling, population monitoring and adaptive management. By virtue of their training and exposure to the scientific method, veterinarians are uniquely well positioned to translate the more technical aspects of these approaches to TNR practitioners, and to facilitate their wider use.
Aim: The purpose of this review is to describe for a veterinary audience how to facilitate more effective sterilization-based management of outdoor cats, using a combination of theoretical knowledge derived from population modeling and empirical knowledge derived from population monitoring. Using both of these information sources synergistically can offer a viable pathway to better management outcomes.

Dog spay/neuter project in Turkey

The aim of this report is to show that problems with a surplus of street dogs in European countries can be solved humanely, cost-effectively and permanently using the appropriate methods and set of measures. Some authorities facing a surplus of free roaming dogs still turn to indiscriminate catch, kennel and kill policies expecting the number of free roaming dogs to decrease. Some authorities imprison free roaming dogs for life by implementing new animal welfare laws with no kill strategies. Both policies however, will not have any effect on the root cause of the problem and have no long-term effect on the reduction of the street dog population. In Europe the source of the street dog problem is not feral dogs foraging for food.
The most reproductively successful dogs are those with owners, feeders or protectors. Therefore the problem is not the dogs themselves. We need to enlist the help of the politicians funding animal birth
control projects and implementing animal welfare laws as well as the citizens feeding and protecting dogs to have all fertile dogs sterilized.
The seaside town Ayvalik in the North West of Turkey is no exception. Animal welfare organizations in Ayvalik reported a substantial population of free roaming dogs. Since 2004 the Turkish Animal Protection Law 5199 was designed to ensure that animals are afforded a comfortable life and receive good and proper treatment, to protect them in the best manner possible from the infliction of pain, suffering and torture, and to prevent all types of cruel treatment. Article 6 describes the collection and management of stray animals.
This report also describes the unexpected events that might occur during a spay/neuter project.

Population dynamics and health status of free-roaming dogs in Bhutan

In 2009 a capture-neuter-vaccinate-release (CNVR) programme commenced in Bhutan to control the dog population and to reduce the number of cases of rabies in humans and other animals. Limited understanding of the community’s attitudes towards dog population control and the population dynamics of the free-roaming dog population in Bhutan motivated the study reported in this thesis.
Household surveys were undertaken in six Dzongkhags to determine the knowledge, attitudes and practices of the community towards dog population control and to describe the demographics and management of owned dogs. Approximately 90% of the Bhutanese community believed that stray dogs were a problem to society and 77% believed they presented a threat to human health. Most participants (84%) were in favour of dog population control with birth control being the preferred method. A need to develop educational programmes on rabies and the dog population specifically
targeting farmers and women from rural areas was identified. The total owned dog population was estimated at 71,245 with 24.4% of the households in the urban areas and 0.8% of the households in rural areas owning dogs. Forty percent of dog owners did not confine their dogs. Based on the number of owned dogs and the ratio of owned to stray dogs presented to the CNVR clinic, the stray dog population was estimated at 48,379.
The population characteristics of both owned and stray dogs that were presented to CNVR clinics from 01 July 2011 to 30 June 2013 were described. More than half (53.3%) of the dogs presented to the CNVR clinic were free-roaming dogs, with comparable numbers of males and females presented. Although pregnant bitches were seen throughout the year, more pregnancies were observed from September to December.
Field population survey undertaken in the main towns of six Dzongkhags to estimate the programme’s coverage in January and February 2012 showed overall CNVR coverage of 52% ranging from 32% in Bumthang to 72% in Samdrup Jongkhar. Field population survey was undertaken in Thimphu city to estimate the size of the free-roaming dog population and to assess the health status of dogs. The free-roaming dog population in Thimphu Municipal area was highest in June 2011 at 6,033 (95% CI 5,644 – 6,430), prior to which there had been no CNVR campaign for 15 months. From July 2011 to September 2014 the free-roaming dog population size remained relatively constant (range 5,765 to 5,949 dogs) as CNVR campaigns were regularly carried out. Neutered dogs had a significantly lower prevalence of antibodies to canine distemper virus (44.2%) and canine parvovirus CPV (4.0%) than entire dogs (52.9 & 18.4%, respectively) (P < 0.01); and neutered dogs had significantly higher body condition scores than entire dogs (P < 0.01).
The studies presented in this thesis have demonstrated that the success of a CNVR programme will depend on the initial planning of the programme which includes assessing the size of the local dog population and continuous monitoring and evaluation of the programme. To effectively control the dog population in Bhutan and to address problems associated with free-roaming dogs, it is recommended that: regular CNVR programmes are carried out throughout the country; female dogs, especially during the breeding season, are specifically targeted; programmes are monitored regularly;
community participation in programmes is encouraged; and legislation on responsible dog ownership is implemented.

Elements of best practice in public-private collaborative efforts to manage unowned cats

A contentious debate over the management of free-roaming cat populations is ongoing. Nevertheless, disparate groups of stakeholders share a common goal of fewer community cats. Unowned cat management typically necessitates a choice between utilization of lethal or nonlethal measures. Research has indicated strong public support for employment of non-lethal methods, like trap-neuter-return (TNR). Collaborative TNR programs are experiencing success in a growing number of communities. The purpose of this exploratory study was to identify new or underutilized public-private collaborative practices, and associated elemental factors, that have the potential to be used as—or incorporated into—templates of best practice for the nonlethal management of unowned cats in Ohio. An additional objective was to uncover impediments to the implementation of collaborative programs. Semi-structured interviews were conducted with stakeholders as part of a qualitative approach. Participants representing ten humane societies/shelters, four county animal control agencies, a TNR-cat rescue group and a municipal government located in various parts of Ohio were interviewed over an eight-week period. A prevailing willingness on the part of stakeholders to collaborate and widespread support for non-lethal methods of unowned cat control were discovered. Moreover, a majority of stakeholders cited access to low-cost spay-neuter surgeries as essential to the initiation of TNR programs; multiple participants described lack of nearby access to such services as an impediment to conducting TNR. In addition, local ordinances preventing TNR were cited as substantial hindrances. Overall, significant potential within Ohio for expansion of collaborative non-lethal management programs for community cats seems to exist. Mitigation of impediments uncovered in this study will likely play an important role in leveraging this opportunity.

Alternative approach to Feral Cat management

Cat TNVR (Trap-Neuter-Vaccinate-Return) is widely proposed as a response to problems with feral cats. Unfortunately the R of that acronym, returning the cats into the environment from which they were trapped, creates serious problems: feral cat communities are established where cats are fed and protected by volunteers but otherwise continue to range free. Research shows many negative results of this: (1) these cats continue to kill birds and mammals at an alarming rate; (2) the process not only does not, as widely claimed, reduce the number of feral cats but instead often increases their population; (3) availability of the colonies encourages abandonment of additional house pets; (4) despite vaccination there are human and wildlife health risks associated with feral cats; and (5) the process is very expensive and, because the cat population is not reduced, these costs do not decline over time. A proposal for the removal of feral cats from the environment through containment is offered as an alternative.

Changes of dominance on neuter and intact cats

Individual animals show differences in temperament, often correlated with ecologically important behavioural patterns such as dominance, and with physiological responses to environmental perturbations, such as cortisol levels. Identifying these temperaments in animals may reveal adaptive patterns of behaviour and physiology that could be used to improve their fitness and welfare in human-controlled environments. We examined the possible relationship between individual temperaments, social dominance levels and cortisol levels in regularly fed urban groups of free-roaming domestic cats (Felis catus L.) that are routinely subjected to the Trap-Neuter-Release procedure (TNR). We designed three behavioural tests that aimed at assessing the cats’ boldness levels and determining the individual temperaments using a principle component analysis. Individual social dominance rank was determined from observations of social encounters before and during feeding. Cortisol levels were measured from hair samples collected from the cats. Significant differences were exclusive to females, with the intact females scoring higher on the boldness factor compared to the neutered females (median of 0.47 ± 0.981 and -0.168 ± 1.015, respectively, Post-hoc Chi square, P < 0.05). A positive correlation was found between cortisol levels and dominance scores in the intact females: the more dominant an individual intact female was the higher her cortisol level was (n = 14, Pearson correlation, R2= 0.592, P < 0.05). No correlation was found between dominance rank and boldness or between boldness and food dominance. In summary, our results suggest that in urban cat feeding groups, where cats are dependent on a regular food source and where their individual survival does not absolutely depend on their dominance rank, their social status was independent from their individual boldness. The differences found in the behavioural tests, between the neutered and the intact females are probably rooted in different motivation levels rather than different temperaments.

In defense of TNR

Although trap-neuter-return (TNR) programs for feral cats are in use or being proposed in many communities, a number of non-governmental organizations have gone on record as being opposed to them. For example, The Wildlife Society’s (TWS) policy statement on feral cats (2011) includes a comment that TWS “Oppose the passage of any local or state ordinances that legalize the maintenance of “managed” (trap/neuter/release) free-ranging cat colonies.” Similarly, the American Bird Conservancy’s (ABC) resolution on free-roaming cats (feral and tamed) states that ABC “strongly opposes managed free-roaming cat colonies.” Wildlife managers often lament the loss of tools and techniques (e.g., traps, pesticides, regulatory authority) for managing “nuisance” animals. The attack against TNR programs is indicative of an active program to eliminate a management tool. Is the negativity toward TNR justified? Stated another way, do the negative aspects of TNR programs outweight any possitive elements? I argue that the complete rejection of TNR is premature, erroneous, and without merit.

Methods to estimate abundance and rabies vaccination coverage in Bhutan

In Bhutan, Capture-Neuter-Vaccinate-Release (CNVR) programs have been implemented to manage the dog population and control rabies, but no detailed evaluation has been done to assess their coverage and impact. We compared estimates of the dog population using three analytical methods: Lincoln-Petersen index, the Chapman estimate, and the logit-normal mixed effects model, and a varying number of count periods at different times of the day to recommend a protocol for applying the mark-resight framework to estimate free-roaming dog population abundance. We assessed the coverage of the CNVR program by estimating the proportion of dogs that were ear-notched and visually scored the health and skin condition of free-roaming dogs in Gelephu and Phuentsholing towns in south Bhutan, bordering India, in September–October 2012.

The estimated free-roaming dog population in Gelephu using the Lincoln-Petersen index and Chapman estimates ranged from 612 to 672 and 614 to 671, respectively, while the logit-normal mixed effects model estimate based on the combined two count events was 641 (95% CI: 603-682). In Phuentsholing the Lincoln-Petersen index and Chapman estimates ranged from 525 to 583 and 524 to 582, respectively, while the logit-normal mixed effects model estimate based on the combined four count events was 555 (95% CI: 526-587). The total number of dogs counted was significantly associated with the time of day (AM versus PM; P = 0.007), with a 17% improvement in dog sightings during the morning counting events. We recommend to conduct a morning marking followed by one count event the next morning and estimate population size by applying the Lincoln-Peterson corrected Chapman method or conduct two morning count events and apply the logit-normal mixed model to estimate population size.

The estimated proportion of vaccinated free-roaming dogs was 56% (95% CI: 52–61%) and 58% (95% CI: 53–62%) in Gelephu and Phuentsholing, respectively. Given coverage in many neighbourhoods was below the recommended threshold of 70%, we recommend conducting an annual “mass dog vaccination only” campaign in southern Bhutan to create an immune buffer in this high rabies-risk area. The male-to-female dog ratio was 1.34:1 in Gelephu and 1.27:1 in Pheuntsholing.

Population size estimates using mark-resight surveys has provided useful baseline data for understanding the population dynamics of dogs at the study sites. Mark–resight surveys provide useful information for designing and managing the logistics of dog vaccination or CNVR programs, assessing vaccination coverage, and for evaluating the impact of neutering programs on the size and structure of dog populations over time.

Effect of high-impact targeted trap-neuter-return and adoption of community cats on cat intake to a shelter

Approximately 2–3 million cats enter animal shelters annually in the United States. A large proportion of these are unowned community cats that have no one to reclaim them and may be too unsocialized for adoption. More than half of impounded cats are euthanased due to shelter crowding, shelter-acquired disease or feral behavior. Trap-neuter-return (TNR), an alternative to shelter impoundment, improves cat welfare and reduces the size of cat colonies, but has been regarded as too impractical to reduce cat populations on a larger scale or to limit shelter cat intake. The aim of this study was to assess the effect of TNR concentrated in a region of historically high cat impoundments in a Florida community. A 2-year program was implemented to capture and neuter at least 50% of the estimated community cats in a single 11.9 km2 zip code area, followed by return to the neighborhood or adoption. Trends in shelter cat intake from the target zip code were compared to the rest of the county.

A total of 2366 cats, representing approximately 54% of the projected community cat population in the targeted area, were captured for the TNR program over the 2-year study period. After 2 years, per capita shelter intake was 3.5-fold higher and per capita shelter euthanasia was 17.5-fold higher in the non-target area than in the target area. Shelter cat impoundment from the target area where 60 cats/1000 residents were neutered annually decreased by 66% during the 2-year study period, compared to a decrease of 12% in the non-target area, where only 12 cats/1000 residents were neutered annually. High-impact TNR combined with the adoption of socialized cats and nuisance resolution counseling for residents is an effective tool for reducing shelter cat intake.

Cat impoundments were increasing at the municipal San Jose animal shelter in 2009, despite long-term successful low cost sterilization programs and attempts to lower the euthanasia rate of treatable-rehabilitatable impounds beginning in 2008. San Jose Animal Care and Services implemented a new strategy designed to control overall feral cat reproduction by altering and returning feral cats entering the shelter system, rather than euthanizing the cats. The purpose of this case study was to determine how the program affected the shelter cat intakes over time. In just over four years, 10,080 individual healthy adult feral cats, out of 11,423 impounded at the shelter during this time frame, were altered and returned to their site of capture. Included in the 11,423 cats were 862 cats impounded from one to four additional times for a total of 958 (9.5%) recaptures of the previously altered 10,080 cats. The remaining 385 healthy feral cats were euthanized at the shelter from March 2010 to June 2014. Four years into the program, researchers observed cat and kitten impounds decreased 29.1%; euthanasia decreased from over 70% of intakes in 2009, to 23% in 2014. Euthanasia in the shelter for Upper Respiratory Disease decreased 99%; dead cat pick up off the streets declined 20%. Dog impounds did not similarly decline over the four years. No other laws or program changes were implemented since the beginning of the program.

Management recommendations for feral cat within an urban conservancy in South Africa

The ability of cats (Felis catus) to colonize most land habitats worldwide led to an increasing number of feral cat populations in many areas where food resources are easily available. High densities of feral cats in urban areas, particularly in conservancies, have the potential to impact negatively on both human and local wildlife populations. Of particular interest was the Howard College Campus of the University of KwaZulu-Natal, a registered conservancy where there are differing opinions concerning the resident feral cat population. Consequently methods of controlling feral cat populations and the implications of these methods were reviewed. Despite various methods of feral cat population control existing there are two basic categories: either eradication or reproductive regulation. It is suggested that to control the feral cat population effectively in this urban conservancy, a suitable and ongoing sterilization programme, that is run in conjunction with a feral cat feeding programme, needs to be Implemented. Both programmes need to be long-term and overseen by management. The feral cat population needs to be maintained at a level that allows the lowest migration rate into the conservancy, as well as a predation rate that will not negatively affect the resident wildlife populations. This may require some removal of feral cats at the start of a programme. Whatever management actions are followed, a monitoring programme must be put in place to document how effective the actions are.
